H2BE and INEOS announce that they have agreed preliminary commercial terms for the offtake of low carbon hydrogen from H2BE, with an aim of supporting Ineos Project ONE's ambition to become the first zero carbon steam cracker in Europe. With the Fluxys hydrogen pipeline from Ghent to Antwerp largely constructed, this agreement provides commercial foundations for hydrogen produced by ENGIE and Equinor for use by INEOS.
As an anchor agreement, this will support the development of a broader low‑carbon ecosystem in Belgium and has received backing from the Flemish government and the EU. The H2BE project will contribute to the decarbonisation of Project ONE and may enable further investments across the value chain, including potential developments in hydrogen production and infrastructure. At the same time, CO₂ captured from H2BE will contribute to building sufficient volumes to underpin future investment decisions in a Belgian CCS hub.
Low carbon hydrogen is a key pathway to reduce emissions from industry and support the long‑term competitiveness of Belgium’s chemical sector, in line with the VOKA‑AKT Joint Declaration on the CCS value chain signed by the Flemish and Walloon regional governments.
